Where does it apply?
Across the whole city
The DATT says the decree «regulates the vehicle restriction in the city»: it does not limit the measure to specific roads. When it mentions «the District's main roads» it is explaining what the measure is for —easing congestion there—, not narrowing down where it applies. If you're driving in one particular area and you're unsure, check with the DATT.
If you get caught
15 current legal daily minimum wages, plus impoundment of the vehicle.

How to read it
Only the last digit of your plate counts. If it matches the day's digit, you can't drive that day during the restricted hours.
And the colour tells you which tab to look at: yellow is private, white is public service. They are not the same rotation.
